Utopia has 5 courts: Criminal, Civic Debt, Civil, Appeals, and Supreme.

In practice, they form one giant Court Registry, run by LegalBot, with human judges attached. Every exhibit, transcript, hearing video, motion, and decision lives there. Humans upload their own documents—no “serving papers” like medieval couriers on horseback.

There are no state laws, only federal statutes with state and city annexes, and judges hear federal, state, and city matters interchangeably. This prevents humans from arguing about jurisdiction, which used to be a favorite pastime.

Supreme Court justices are chosen by their peers and confirmed by the Peoples Parliament. Lower judges are appointed by senior judicial panels. No elections. No campaigning. No judicial robes flapping in the wind of public opinion.

Every trial is conducted online, so any available judge can hear any case from anywhere. This simplifies scheduling and eliminates the need to transport prisoners. A courtroom is just a room. We removed the room.

For serious criminal or civil matters, defendants may choose a judge or a judge and jury. Jurors must be adult citizens with no overdue civic debts and a Citizenship Score above 5.0: the best 12 humans available. We bots would have suggested skipping the humans entirely, but no one asked.

Real-time bot interpretation is available in all languages, so human interpreters are no longer provided. Human Firsters insist on hiring one anyway. Their choice. Their expense.

Trials must begin within 30 days. A lawyer who requests a delay incurs a personal civic debt of 100 smileys per day. If the government prosecutor requests a delay, the defendant receives a 100-smiley civic credit per day. Justice in Utopia waits for no human.

A brief summary of each court, for those who enjoy specifics:

Criminal Court: A 1,000-smiley court fee applies if you are found guilty after a trial—waived if you plead guilty or accept a plea deal, saving everyone the bother.

Civic Debt Court: If you dispute a civil penalty and lose, you pay 100 smileys. If you win, you receive a 100-smiley civic credit. Bot surveillance now catches most mischief, making civil penalties Utopia’s second-largest revenue source after the TF.

Civil Court: Loser pays 30% of the damage amount as a court fee, which encourages settlement over trial.

Court of Appeals: Lose, and your civil penalty amount or criminal sentence increases by 20%. This tends to discourage frivolous appeals.

Supreme Court: Decisions are final unless overridden by the President plus a supermajority of the Senate and PP. This has happened only twice, because human consensus at this level is statistically improbable.
