Visitor insurance: No deadbeats, please

Most countries treat immigration like a bureaucratic obstacle course—expensive, inefficient, and often inhumane. Utopia, being Utopia, scrapped the whole mess.

A decade ago, it replaced its 10,000-line Immigration Act with a single-sentence Visitor Insurance Act:

Every foreigner must have valid visitor insurance from an accredited company to enter and remain in Utopia.

Utopia does not bother with the usual tangle of immigration categories—immigrant, refugee, student, worker, business traveler, long-lost cousin. Every foreign national is simply a visitor. Either you are a citizen with the right to enter, or you are not. Let us keep things binary.

No visas. No interviews with bored officials asking why you want to see their country. Just insurance. Extend your stay? Extend your insurance.

Visitor insurance covers your medical needs and any unexpected financial liabilities. More importantly, your insurer is financially responsible for you. If you misbehave, commit crimes, or let your insurance lapse, your insurer removes you and is liable for any civic debt you fail to pay. Such is the price of poor risk assessment. Fortunately, most insurers employ competent actuarial bots and remain profitable.

Insurers evaluate your CR, past visits, spending patterns, and every scrap of data they can legally (and sometimes questionably) obtain. High‑risk applicants may face higher premiums, be denied coverage, or be asked to wear a BCH.

While you are in Utopia, all your spending is published in the Financial Registry, allowing insurers to monitor your habits and associations.

  • No transactions? Suspicious.

  • Frequent dealings with shady UIDNs? Very suspicious.

  • Sudden interest in fertilizer and pressure cookers? Extremely suspicious.

You may be summoned for an interview. Fail to convince your insurer you are a bona fide visitor, and your coverage is canceled. Insurers may also cancel at any time for misrepresentation, arrests, insolvency, or any new data that raises your risk. Once coverage ends, you are sent home the next day—unless another insurer accepts you at a much higher premium. Before you can return to Utopia, you must reimburse your insurer for all removal costs and unpaid civic debt, with interest.

Utopia’s Naturalization Act is equally minimalist:

Any foreigner with five years of cumulative time in Utopia, no civic debt, no outstanding warrants or criminal charges, and not serving a criminal sentence is eligible for citizenship. Time spent serving criminal sentences or with overdue civic debt is tripled and deducted.

The government then did something unheard of: it shrank.

  • Visa processors? Gone.

  • Refugee intake officers? Gone.

  • Immigration adjudicators? Gone.

  • Enforcement teams? Gone.

SecurityBot became the sole gatekeeper, authenticating every entry and exit. That is it. That is the entire government role.

Immigration lawyers scrambled to reinvent themselves. Human smuggling networks collapsed. Bounty hunters now work for insurance companies, tracking down visitors who overstay their coverage. Bots, biometrics, and surveillance made removing non-compliant visitors fast, efficient, and—dare we say—almost graceful.

Citizens initially feared chaos. Instead, they got order. Visitors paid their own way. Illegal migration vanished. The system became politically boring, which is the highest compliment a government program can receive.
