Utopia passed its Good Governance (GG) Act many years ago. Here is the full text:

Good Governance Act

Good citizens enable good governance.

Good governance begets good citizens.

Democracy is messy.

Good governance is elegant.

The best law is often no law.

Complexity is enemy.

Compromise is friend.

Transparency trumps privacy.

Extremism is tyranny.

Taxation is oppression.

Anticipate unanticipated consequences.

Non-compliance is a failure of governance.

Governance is an equation;

Freedom, security & prosperity are the variables;

Pretty darn good is the answer.

GG = game over.

As with many Utopian statutes, there is no preamble, no definitions section, and no legalese. Only axioms—clear, declarative, and designed for maximum interpretive flexibility.

The GG Act is not about politics or ideology. It is about administration: efficient, effective, and empirical. Whether a government leans left or right is irrelevant—unless it leans so far that it descends into extremism, which the Act defines as tyranny.

The Act is less a statute than a civic catechism. Most Utopians can recite it from memory. Its lines are quoted in Senate and PP debates, scribbled into policy memos, and whispered during bureaucratic meetings. It is not meant to be litigated; it is meant to be lived. Utopians believe that a law that is not really a law often has the greatest impact.
